The total number of participants with SDA funding has risen from 15,667 (December 2020) to 16,972 (December 2021) to 23,451 (31st December 2022) to 24,143 in December 2023 and to 24,522 as of December 2024.


Why the number of SDA-funded participants has not increased in line with projections is uncertain, however, it may be partially explained as a correction in terms of reporting by the NDIA in the quarterly SDA data as they are slowly adjusting reporting parameters for accuracy.


Overall, this represents a 56.5% increase within 48 months. According to the SDA Demand Projections released by the NDIA in June 2023, they expect the number of SDA-funded participants to increase to 27,022 by 2027, which will be an increase from current numbers of 9.25%

Total enrolled dwellings have increased from 4,921 to 10,749 over the same period which is a 118% increase.


Of the enrolled dwellings, it is of interest to look at the increase in the number of New Build dwellings over the period since December 2020. From just 1,584 dwellings in December 2020, the number of New Build dwellings enrolled in the system has increased consistently over the period, with 2,462 in December 2021, 3,277 in December 2022, 4,531 in December 2023 with a larger jump in enrolments of New Build dwellings to 6,778 by December 2024. This represents an increase of 175% over the period.


Pipeline dwellings saw a significant increase from just 393 in December 2020 to 2,162 in December 2021 (a 450% increase) to 3,652 as of 31st December 2022 (a 69% increase). By December 2023, Pipeline dwellings increased to 4,756 (a more conservative 30% increase). However, as of December 2024, we now have a reported 7,363 pipeline dwellings, a jump of 65% over the past 12 months.


On the funding side, the total SDA funds committed within participants’ plans has increased to $516,622,130 in the most recent quarter (to 31st December 2024). This however represents only 74% of the total $700M that the NDIA has stated will be committed to SDA funding. We expect this total funding for SDA will be increased in line with adjustments to SDA funding over the coming years.


The latest NDIA forecast is for over 1 Million NDIS participants by 30th June 2032. Additionally, the NDIA released their SDA Demand Projections mid 2023 where they have estimated that the number of participants who will require Specialist Disability Accommodation Housing will be 27,022 by 2027 and 29,742 by 2032.


What this tells us is that although the number of ‘New Build’ SDA dwellings is showing a steady increase, the numbers of SDA-funded participants seems to have only increased marginally over the past 2 years – likely as a result of 1) increasing accuracy of NDIA reporting, 2) delays in funding approvals for SDA and 3) defunding of participants not using their SDA funding.


With the potential increase in new SDA-funded participants over the coming decade, we still have a significant undersupply of SDA homes and the demand is only going to increase as more NDIS participants receive SDA funding to achieve their goals of living as independent a life as possible.
